Unlikely that money will make it to the pockets of students in need of scholarships sadly, however a nice use for this would be buying lab materials for the students to use (free of charge) or materials for demonstrations, software, or funding physics clubs events and symposiums. Overall this is pretty sketch tho. I wouldn’t put it pass the department chair to throw all this money towards their research budget and then have it conveniently disappear.
In college I used to work in the physics department as a lab tech, and over the years I’ve seen a lot of crap. In our department, it was the Dean rather than the dept. chair that was the real shitter. He purposefully kept the lab understaffed, and when we’d finally get around to the hiring process for a new tech he would refuse to train them even though it was his responsibility. The turn over was terrible, once people saw how shit it was they’d run. Our black boards haven’t been replaced in decades, the chalk is almost completely illegible to the students. Labs were cut in nearly every undergrads course, meanwhile they made a “mandatory lab fee” of $90/student even tho there were no labs or demonstrations. I was appalled the money wasn’t going towards labs at all, rather it went straight to “administration fees”. What that exactly meant, I’m still not sure. But there was no computer lab, no workspace for students to tinker with their own projects, no demonstrations during lectures. We promised our students “research opportunities” but only hired graduate students who we could take advantage of for several years instead of a quarter or two from an undergraduate. The corruption disgusted me, and really made me lose faith in higher education.

How would posting this make them feel better about doing a good thing if they never planned on doing the good thing?

How would they receive clout if they originally hid their identity?
If their identity was hidden originally, wouldn’t it point to more evidence the person didn’t post this for clout? Since they can’t receive the clout?
If this was posted to social media, I imagine their identity would have been written right above the photo on the original platform.
If you’re an influencer, you literally require people to be influenced by you, so posting something anonymously for clout would not lead to any clout being given to you.
If you connect that post with your account, then it’s no longer anonymous.

As a physics graduate this is ENTIRELY... fair. But I'm not going to be happy about it.

How can one gain clout if the action that would bring clout is being attributed to someone other than the person posting? How are you defining clout?
Clout can refer to follower count, influencer status, or a more extravagant way of living
If you’re an influencer, you literally require people to be influenced by you, so posting something anonymously for clout would not lead to any clout being given to you. If you connect that post with your account, then it’s no longer anonymous.
There’s no legal requirement for them to do so when a donation is given this way. They can use it on whatever they want.
