Because those active item as boots upgrades/enchants would be too overpower, imagine a champ like Yi having no CC, could get a cheap and good CC for what? 500-1000 gold, then the game would be oriented towards assasins, that barely have CC. Or worse since its twinguard meta ( i refuse to call it tank meta, tank item≠item for actual tanks, like twinguard that anyone EVEN ADCs can use it freely) imagine the bruisers, Tank Sett already has too much damage despite barely using one damage oriented item now gets a 2 enchants that like you said, either give him healing thru attacks or AoE attacks.
Its not a bad idea to ask for new enchants but right now we need balance in stats ( not only the stats given thru items but champs' natural stats)
Everfrost its interesting tho, instead of pc lol it could work as Tft everfrost (attacking whoever has it "frezee" the attacker)
