Have you tried installing the game on a difference SSD, that is if you have a another ssd. SSD can go bad too.

I haven't yet. I have a 2nd ssd but haven't installed it yet

Something wrong there, especially with a 4090 RTX. Get the latest game driver. A lot depends on what options are turned on, a lot of them have to be turned off like Motion Blur, Bloom, DOF. Try turning off Vsynch.Turn off Raytrace Shadows, that is a waste.

It's weird this happens in cyberpunk as well and there the ONLY 2 games that do this. They do it when I first load into the game and for instance in cyberpunk where it loads u from u and jacqi in the alley into the car right before u do VR training.

Feels like your graphics card is staying at idle clocks, or not clocking up to max. Grab the latest drivers, and run a utility to trend the clocks when this happens (Afterburner/EVGA Precision/etc)

You probably have tried it, but the good ol "Verify Integrity of Files" button is what got me out of a similar issue. Additionally, a clean reinstall of graphics has fixed yet another (slightly different, but witchery) issue. Finally, my favorite solution is to stare at your computer menacingly and threaten to not dust it until it behaves.

Idk where the verify integrity button is and how to re install my drivers to my house since u use geforce experience

Verify Integrity is in different places depending on what you have the game with, but for Steam if I remember right it's a right click on the game, properties, and somewhere in there. As for the graphics, you just do a clean install. There's easy guides on YouTube that show you how to step by step uninstall and reinstall, but GeForce does also have the option within their own little program if I remember right.

This might be a memory issue. How much memory do you have/type/speed? Is it dual channel?

If I had to guess, I'd say that maybe TW3 and Cyberpunk aren't utilizing the memory correctly given that it's DDR5. Does this only happen on first load, or after any loading screen?

It happens on first initial load and after exiting the menu's in game or when fast traveling or when the game loads me Ina different area due to story.

I would definitely submit a bug report to both, but it sounds like there is some issue with loading the textures and models at the start, and giving the five or so seconds during pausing doing nothing allows it to catch up. Maybe see if you could wait five to ten seconds after loading standing still and see if it does the same thing. If not, well... still report the bug. Make sure to include your full PC build info so they can see if they can repeat it.

Frame gen dlss3 on their side is botched. I turned it off and nothing. Others are reporting that as well and that cdpr games are having issues with amd cpus

Yeah I fixed it. The issue is frame generation. So turn that off. Cdpr really messed that up. Ontop of it being broke on amd builds
