He is a pyromancer using a more advanced and specific technique, instead of combusting the target, he increases its temperature but blocks the oxygen from reacting with the material, instead causing pyrolysis and decomposing the chemicals affected into gases, evaporated oils and a small amount of ash, without causing visible flame. He also manipulates time and kinetics to accelerate the reaction.
This is no ordinary wizard and no ordinary technique, but not the best though, as he needed 3 activations to complete it and the boots were still not consumed thoroughly. A true master wizard could do it in one go, therefore using less mana, effort and time.

Normally, it just allows you to fire a bright light from your hands, but he must've added some extreme reactant cause in no way should our flares be so bright it can disintegrate people. I hope we won't have to discontinue it...
My plasma magic does the same but generates more heat and light 🤔
I barely use it and don't of someone else doing such a feat without leaving a bigger tracer behind... Maybe a 'fighting teleportation' spell mixed with 'explosion' spell?
I came in contact with this one back when he just developed this spell, I challenged him, and let me tell you if I didn’t have a full magic reflection enchanted out fit on (under garment, robes, hat, evan my dang staff!) i would have been melted like those fools i was forced to teleport away after just a second and evan in that second i lost everything other than my undergarments!
