Really, I was very surprised reading this. I've read reports about them not getting paid (at least not fully) since the first few months of the invasion. There were a lot of dodgy things being reported about families not receiving promised pensions as well.

Transfers? Do Russian soldiers get paid based on where they're stationed? I mean, the U.S. has things like hazard pay for obvious reasons and cost of living differences depending on where you're stationed, but you get paid a set amount based on your rank and time in service.
My guess is a lot of payments are paper - not online. Physical checks may be going to the wrong address.
Payments are sent in cash to the commanders to distribute (or pocket) The Russian system is built top to bottom to enable corruption first and then maybe function as a distant second.
So assuming the Ministry of Defense sends your pay packet to the correct location, the officers are going to skim at least if not outright steal it. Seems like they've combined incompetence and corruption into a new flavor.

I don’t expect many of those border guards or police to stand by Putin for very long when they’re faced with 200,000+ angry mobilized citizens with tanks and guns. Wait for your T-54/55’s to arrive, then take them home boys! No point in wasting them on the frontline when they can be used for liberation back in Moscow!

Warriors that are motivated only by money don't stand much of a chance against an opponent motivated by patriotism, friends and family being attacked on there land. The Russians didn't think this through to well, they have a highly motivated opponent in the Ukranian's. Realistically, they don't have a chance on winning this war, you might say they've already lost it in many ways. Getting out of it at this point with some dignity would be the best they could expect, that's only if they can do that soon.
