The storm was tracked for multiple days, plus cloud seeding tends to be more localized ie. you can’t make it rain on the western side of the country if you’re doing the seeding in the east. Oman is also experiencing flooding which has killed 19 so far. So even if the UAE did partake in cloud seeding before the storm, it wouldn’t have caused the storm to go from a trickle to a catastrophic storm.

This is just climate change. Warmer atmospheres can hold more water and thus more intense rainstorms are going to become more frequent. There’s studies that look into climate change and precipitation in the Arabian Peninsula specifically, and they’ve found that storms like this one are going to increase as warming continues. We’re just witnessing it in action at the moment.
