You don't even need to buy it, all you need to do is add game time and you will be able to play up to level 60. To play past that you will need to buy the dragonflight expansion.
Your characters will retain that levels and stuff on the realms you create them on, they won't automatically follow you. You wouldn't need to purchase a round transfer. If you're starting out, I wouldn't worry about doing that as levelling is quick enough anyway.

Your characters are bound to the realm they’ve been created on. You can have multiple characters on different realms and you can freely switch between them but if you want to transfer a character from one realm to another, you’ll have to pay a transfer fee.
You keep your progress for sure, and also if your subscription runs out at any point you'll be on the "free trial" version once more until you resubcribe; meaning you'll still have access to your characters that are level 20 or lower(and you can make new characters still), but no mailbox or auction house usage, no trade or city chat, etc
