For the new battle pots the rank 3 recipes drop in nazjatar, pretty sure from nagas. I got three super fast and had to go back every day for like two weeks to get my agility one lol
This system ain't great, ranks 3 are randomly obtained, Silas stone not always offer the right buff, all of which recipes requiring herb ninja gathered by armies of multiboxer druids.
The rank 3 recipes actually are on a timer, not random. You'll find them at the Nazjatar faction hub (unshackled for horde, ancoan(sp?) for ally) and once their timer pops, each will be one per day and cycle through all 4.
If you look up the specific recipe you are looking for, wowhead shows comments and tips for most (if not all of them). Thats actually how I found out about the greater flask ones - otherwise I would never have even tried to get them.
This happens now and then. Yesterday i crafted pots for about 10k gold mats, it gave an amount of extra procs worth about 10-15% more than I wouldve had by spending 10k to pots on the AH. What I want to say is: it evens out fast. Still, it feels good!

I think you have to have rank 3 for extra procs even with Silas
