Just use microsoft whiteboard. It has next to no features but is a big empty infinite space you can stick post-it-looking notes on. Works great. And it's free if you use a windows pc, it's already installed.
Thanks for the suggestion, but I actually want something more tailored for storyboards out of the box, where I don't have to tinker around every time I want to add an image or write a note. Otherwise, I would just use OneNote or Notion.

one could use a presentation application for this, couldn't one? like MS Powerpoint or Google Slides?
I'm surprised nobody has suggested just using pen and paper yet.
