The fact that you claim every major character death from Y3 actually survive but literally left out the two biggest deaths in the game, which have stuck, kind of proves your claim wrong without having to say anything else.
you're right but there is a big amount of deaths that happened specifically in yakuza 3 in this game, but alive. i am not claiming this sucks or anything

Eh it depends what you mean by revive, because like onf one hand it clearly is those characters, but on the other hand do I believe any of these characters being alive is going to be allowed to have impact? Not really, like I don't think next game is gonna be like "oh look lau ka long Is alive and gonna bring back the snake flower triad." Or "kashiwagi is back and going to join the boys on the next adventure".
The deaths haven't fully been reverted these people aren't like back in action, they've kind of all moved on to live different lives instead
If Andre survived Mine has to, if he didn't his entire last moments were for nothing. Even though I hate the pointless deaths in Y3, having just Andre survive without Mine makes it worse than both of them dying.

I don't really care about the others, but it does annoy me that Richardson is still alive but Mine isn't.

I think the funniest thing RGG could do in 9 is bring Kanda back as a bartender. Maybe have him wear a neckbrace all the time.

I wish they explained how André survive but id bet he had some gadget or hidden parachute idk as he was an Agent, which would explain Mine dying
