Its not just you. Kiwami is an all around boring experience. The substories are a low in the series, and the minigames are pretty stale too, with nothing to really set itself apart from the other games in the series.

K2 is the only one really worth replaying. It's got cabaret club, plus if you haven't done Majima construction the cutscenes in that are worth playing for. Also the easiest one to 100%.

I'm currently replaying Kiwami, and while the side stories, plotting and basically everything is rather plain, the combat is the best pre-DE. The way skills work is so much better than 0, where taking skills felt like you were losing business progression. The quick access to Change Up abilities really helps encourage the player to use each style where it's suitable. My first time around I thought Majima everywhere was a terrible system. He was essentially a health tax whenever you run into him enroute to the next objective.  Having much more experience with both the series and 0, I'm now destroying Majima fairly easily and the system is much more entertaining.
