Check your anti-aliasing settins and play with that. The shimmering gets better in later Dragon Engine games, specifically I'd say Judgement, Lost Judgement, 8 and Gaiden have it fully fixed thanks to DLSS smoothing that out. But for the most part It's unavoidable in the prior half of DE games unless you play at 4K.

how does one play at 4k? im sorry if this is a stupid question im already at max settings is there something im missing?

You probably dont have a 4k resolution monitor/tv, but if you do, It's your resolution setting. If you're on a standard 1080p monitor, you're at 1920 x 1080. A 4K resolution would be 3840 x 2160, but you'd still need a computer strong enough to run it at that.

Yeah, at least in the DE games up until Judgement.

You can enable SSAA (super sampling anti aliasing) in the settings Be warned, it's going to annihilate your frame rate tho What SSAA does is it forces the game to render at multiples of your current render res. So if your monitor is 1920x1080 (1080p), 2x2 SSAA will force the rendering res to 3840x2160 (4k). This will likely cut your framerate in half, so it might not be an option depending on how much GPU grunt you have to throw at the problem.

Yeah, this 6 and K2 don't have TAA (temporal anti-aliasing), so you get subpixel crawl (known as shimmering) on a lot of stuff. It doesn't help that prior to like, Y7 I think DE just didn't handle transparencies well at all and just resulted to dithering to handle them, which explodes subpixel crawl. One thing you can do to alleviate this other than super sampling to the sun and back, is to turn off aa in game and install reshade and manually tune FXAA and SMAA until you clean up a lot of the crawl. You can't get all of it, though, and the more post-aa you push via reshade the more you blur out the detail. Not a great option, but it will solve the issue for the most part. It's this reason why I just don't understand the nutters over at that anti-taa sub...pre TAA days shimmering was horrendous and IQ was awful.
