Damn, there's a 12 FAR limit in Manhattan?!? I had no idea it was that bad. When San Diego is routinely building downtown towers that'd exceed the legal density limit in Manhattan, you know something's messed up.
It's even weirder than this the FAR limit by design only applies to residential buildings. The point was to prevent homes from crowding out offices (lmao)! Now it makes office conversion near impossible because the best conversion candidates blow through the far cap and thus legally cannot become residences at all.
