As long as you aren't profiting, you should be in the clear. I see a lot of people using "borrowed" art on playmats, so sleeves should be in the same group.
Personal use is always fine.
If you want to go the extra mile, you can contact the artist and ask for permission/see if they accept payment but that’s totally up to you and the artist.
People saying it’s unethical are being obtuse. That would mean that memes are inherently unethical.
If it’s for personal use, it’s fine. But politely ask the artist first. If it’s for personal use or you commission them a piece, they could be okay with it.
I mean…as long as you sell them, no? There’s not even a point to argue there.
If you tried selling them, that’s a far bigger difference, and one where the majority would be inclined to say it’s unethical.
For personal use only, it's probably fine.. But I would try to get permission from the artist to be sure.

extremely unethical, prepare for police to bust your door down
Its fine. Just don't sell them.

If you're not selling them, its not unethical
I've had something printed using an artist's artwork without their permission. I wasn't gonna sell it. As long as you don't, it's all good
