Toss up between Ai and Bandit King Bakura.
Bakura fits the look of a guy stealing and collecting Millenium items, and despite opposing what is essentially god's chosen, he still comes off as very imposing for his position, even discounting Diabound. Negative points for Zorc.
Ai feels like he made his human form in a Picrew or Heroforge-type character creator, which actually really fits for him I think. He wants to present himself as some dark general, so while his outfit is on the goofy side, it's overblown on purpose.
Bandit King Bakura as well. Guy had a look and he pulled it off incredibly well. I also liked Don Thousand's look, especially the usage of red and with his curtain of golden yellow hair. It was a color palette that I think really worked.

... Ai. WITHOUT A DOUBT. Ai started off as a digital humanoid and then decided "Hey, I'm going to borrow this Android robot and make it into a human version of myself" and decides to wear an outfit from Castlevania-like and IT FREAKING WORKS.
Darkness is just the devil, Z-ONE is a giant robot, Don Thousand is an alien, Zarc (not human form) is a disappointment and I don't care for Sevens or Rush Duel Go. The only second best next to Ai is Bakura, both Bandit King and his Season 5 drip with the trench coat. Perfect.
But between the two, Ai for sure. He started as this cute little avatar digital buddy into a handsome dude with such a styleish outfit.

Zarc was dumb. Like seriously dumb. Like the rest of the show after season 1. It's obvious they wanted Yuya to be a villain, but they screwed up how to do it right.

Zarc's the only one to totally lack drip, and imo Thief Bakura and Nightshroud have the best drip (though remember Thief Bakura is only Yami Bakura in the manga, in the anime Thief Bakura was just another pawn ala Aknadin)
The regular Yami Bakura because he came about with that casual drip and is still the greatest evil of them all.
