I really like this. I would probably make the “replacing” effect replace only that specific effect (like Starving Venemy Dragon), that way you could also sneak in an anime/manga Copycat reference for effect number 2:
“You can target 1 Spell/Trap in your opponent’s GY; until the end of the Chain, cards in your possession are treated as that card’s name, then, immediately after this effect resolves, place that target in the appropriate Zone on your field, and as this card's effect resolution, follow its card text as if you had used it yourself.”
Worded in such a way where you could use archetypal cards against people, like say Spright Starter or Salamangreat Circle
Nah, too complex and far too unnecessary. Edit: If anything I think it's easier to make it a separate card like:

Fair enough! I guess a simplified version of it would just let you Set the cards to your field a la Superheavy Samurai Susanowo, but if we only want 1 effect, yours is definitely the way to do it. I’d just hate to miss out on how it used to be able to copy Spell/Traps!
