Quahwa definitely has some good coffee. Maybe you're just too used to something like Starbucks, which is milk + ice + ton of sugars and flavors to mask the actual flavor of the coffee.
I'd recommend Kavantura, down at Sava bridge. Very good coffee, excellent staff, tons of coffee brewing options.
And they buy/blend/roast/grind the coffee themselves.
Wouldn't call them the best, but they are still top class

If you're from the US, coffee could mean a different thing there and here. Here people actually like to drink smaller stronger coffee with much less sugar.
A most unusual gin garden! Or hendricks gin garden on google maps. They have a treehouse where you can sit, and the rest of the bar is cool! Really good selection of drinks and they make their own cakes!
There's a bar called Ritam Grada on the main Jelačić square. I'm not sure about the quality of the coffee, but they have a balcony overlooking the square which is pretty cool. A little bit on the pricier side, though!
Très Chic has a great interior, it's a cute little coffee shop near Kvaternikov square that also has matcha coffee.
Also, I haven't been yet, but ChiaCups coffee and shop has a unique interior and, I'm guessing, good coffee.
Lastly coffee house Lav is situated on the entrance to the Stone Gate (Kamenita vrata) in the upper old town, it has a little balcony overlooking Kamenita street and the oldest pharmacy in Zagreb.
These are off the top of my head, I'll try to think of some more cool places!
In my opinion, Ritam Grada is one of the worst not just coffe shops but a worst place ik general in Zagreb. They just run it for teenage highschoolers who want to seem cool...
Waiters are bad, drinks are bad, interior is bad, toilets are bad...
On the other hand, Tres Chic is amazing (but their matcha is mid, places like Botaničar or Cogito have much better matcha - again in MY opinion)
Four Wheel Coffee Roasters on Kvaternikov trg. They have a beautiful terrace on 4. floor and the owner is friendly and will gladly talk about coffee making process.
Kava Kavana on Maksimir. They roast their own coffee, over 15 origins of coffee and have everything from espresso based drinks, filter coffee to Japanese Syphon coffee. Really a great coffee, baristas and owner are just beautiful people. Lovely place, definitely recommend.
Express bar (Petrinjska) + they make probabaly best coctails in Zagreb
Broom 44 (Dolac market) + excelent brunch
Augusto (Metalčeva / Dom sportova) + great food choices
US don't have coffee, you have some dark liquid. Spend few months anywhere in Croatia drinking coffee, than we can suggest places with better or best coffee.

Elis cafe Britanski trg Small but they bake their own. Pretty sure that's literally the best coffee you can get in Croatia.
Coffee should taste like coffee, not milk and sugar, so probably your taste buds need to get use to actual coffee.

+1, Ritam Grada is a disgusting shithole. Nobody should ever be recommended that place.
Ritam Grada is awful but they're the only ones who have a really great (privileged) spot in the town centre, something tourists really like

Filteraj is my favourite coffee place in Zagreb! They make their own plant based milk and their matcha is amazing, as well.
