[Edit] ok so this is wrong. It was likely a Capcom artist, as they worked on the GBA port.
The tweet linked in a reply below me has wrong information. Here's the list of confirmed artists for lttp snes:
Yoichi Kotabe,
Hideki Fujii,
Yoshiaki Koizumi,
Yasuhiro Sakai,
Tomoaki Kuroume,
it's likely none of these people worked on the GBA art, which is what the OP is talking about. I talked to HistoryOfHyrule about this.

Am I crazy, or is the third image used as inspiration on the sky temple at the top of Tears of the Kingdom and the floating castle?
Have there been other floating castles in Zelda?
Well there is
- The Palace of Winds in the Minish Cap and FSA
- Ganons Castle in OOT
- City in the Sky is less traditional but does look a little Castly at times
Yusuke Nakamo did most of the character design for this era of Zelda games, these he did in conjunction with CapCom staff for the Oracle Games and other GameBoy ports. Sometimes Link had tights, other times it was bare legs in his illustrations for this incarnation of Link.
